Maria Doulis is Deputy Comptroller for Budget and Policy Analysis for the Office of New York State Comptroller. The Office of Budget and Policy Analysis monitors, analyzes and reports upon the State’s budget and finances, and also produces publications on public policy topics with important implications for New Yorkers. Recently, the Office launched a series called “New Yorkers in Need” examining long-term trends in poverty, food insecurity and housing insecurity. The Office also a role in the oversight of State public authorities through its management of the Public Authority Reporting and Information System in conjunction with the Authorities Budget Office and its review of projects before the Public Authorities Control Board. In addition, Doulis oversees the Bureau of Debt Management, which issues and manages State General Obligation debt, and reviews the terms and conditions of bond sales by various municipal government entities and public authorities.
Previously, she served as Vice President of the Citizens Budget Commission, a nonprofit, nonpartisan think tank dedicated to influencing constructive change in the finances and services of New York State and New York City governments. She was responsible for developing and implementing the organization’s research, advocacy, and communications strategy. Doulis has written extensively on topics such as performance budgeting, municipal labor relations, the public workforce, infrastructure policy, and urban competitiveness, and her op-eds have been published in The New York Times’ Room for Debate, The New York Daily News, The New York Post, and The Huffington Post.
Prior to the Citizens Budget Commission, Doulis worked for the Council of Graduate Schools and the Government Performance Project. She has a Master of Public Administration degree from George Washington University and graduated summa cum laude with a BA from Queens College, City University of New York. She also completed doctoral coursework at the Robert F. Wagner Graduate School of Public Service of New York University. She was named one of City & State’s “40 under 40: Rising Stars in New York City Politics” in 2011; Queens College’s Alum of the Year in 2015; and received Distinguished Public Servant Award from George Washington University in 2017.
